You always have to select Edit Page Content to add or edit any of the blocks on the page. Hover over page to see this. You can also double click in the page area to enter edit mode. When finished, be sure to SAVE.
There are several options for inserting images. The one below is a simple image block with a caption that you see when you hover.
The type of caption is selected in the Edit image section under Design. This one is display on hover.
